FY27 Community Project Funding

Through the Fiscal Year 2027 appropriations process, each Member of Congress can submit Community Project Funding requests to the House Committee on Appropriations to direct federal funding to their Congressional District and support local projects that benefit their constituents. 

All Community Project Funding requests must adhere to strict guidelines and meet specific requirements from the House Committee on Appropriations. Additionally, each Member of Congress is only permitted to submit a very limited number of Community Project Funding requests. Please know that Congressman Timmons carefully considered all requests submitted to our office. 

Below are the Community Project Funding requests Congressman Timmons submitted for Fiscal Year 2027. The requests represent projects across South Carolina’s Fourth Congressional District. These projects would provide solutions to critical community needs, are supported by the local community, and responsibly allocate federal resources.

Commerce, Science, Justice and Related Agencies

Recipient: City Of Greenville, SC

Address: 206 S Main Street, Greenville, SC 29601

Project Description: The funding would be used to bring all the City of Greenville’s public safety data, video, alerts, and analytics into a single real time operating environment to support faster emergency response, improved officer and community safety, and stronger coordination with regional partners.

Project Description: This request focuses on improvements and upgrades to the Campbell Graduate Engineering Center on the Clemson University – International Center for Automotive Research campus in Greenville.  These efforts will improve both their educational offerings, research and economic development operations.

Transportation, Housing and Urban Development

Recipient: City of Inman, SC

Address: 2 Prospect Street, Inman, SC 29349

Project Description: The Saluda Grade Trail Trailhead park aligns with state and local priorities for sustainable development, public health improvement, and educational enrichment. By leveraging the existing Saluda Grade Trail infrastructure, the proposed park amplifies the return on prior public investments while preserving green space and enhancing quality of life for the citizens of Inman and surrounding communities.

Address: Biblebook Drive over CSX railroad track near Highway 290 intersection in Greer, SC

Project Description: This project will procure design services to replace a demolished bridge that once connected a designated Opportunity Zone with two state highways. Constructing a new bridge would replace critical infrastructure, improve public safety, and spur private investment in an area identified for strategic redevelopment.

Recipient: Clemson University International Center for Automotive Research

Project Description: The City of Greenville will complete the extension of the Swamp Rabbit Trail system to the CU-ICAR campus by the end of 2026, after an investment of $4.7M in city funds for an overpass of Verdae Blvd and trail development work to the campus. To fully capitalize on this investment, the CU-ICAR Swamp Rabbit Trail access pass will allow safe passage between the trail and existing state-funded parking garage on campus.

Address: 701 Easley Bridge Road, Greenville, SC 29611

Project Description: The purpose of the project is to replace the 120+ year-old Judson Mill wastewater collection system which is long past its useful life. The project will also remove excessive rainwater entering the sewer system contributing to downstream sanitary sewer overflows, which are a violation of the Clean Water Act. These overflows impact the environment and are a danger to public health and downstream drinking water sources. The excessive rainwater that enters the wastewater collection system overwhelms the downstream wastewater treatment plant, increasing costs for the entire service area.

Address: Pearl Avenue and Rose Avenue, Greenville, SC 29601

Project Description: Phase II of the South Downtown Sewer Improvements project will construct the Pearl Avenue and Rose Avenue sewer segments to deliver the additional wastewater capacity needed to serve the rapidly developing South Downtown and Haynie-Sirrine areas. These improvements were originally part of the larger sewer system upgrade now being delivered under Phase I but were ultimately not included in the final construction contract when bids exceeded available resources. Completing them now ensures the system operates as designed, supports ongoing redevelopment, and reduces the risk of sanitary sewer overflows in this fast-growing corridor.

Address: From the intersection of Duvall Drive and Isbell Lane in Greenville, SC and through Greenville County, the Cities of Mauldin and Simpsonville.

Project Description: The Crosstown Main project consists of a 48-inch water transmission main stretching approximately 52,000 linear feet. The project is needed to increase reliability, improve system hydraulics, and meet current and future supply needs for the southern area of a rapidly growing Greenville County.
